Chaoscaot 867ca6f5dc Migrate FightSystem modes and countdowns to GameCore 
- Move shared arena-mode abstractions into GameCore
- Adapt fight countdowns and APIs to the shared model
- Add SteamWar issue audit workflow and SQL language settings
