Shane Freeder 6100e675af Switch to alt throw path for reading login message IDs (Fixes #1370) 
There is little expectation that we should get a -ve number in here, but
it is sadly seen in the wild. We will use an alternative exception path rather
than returing a magic number to indicate an invalid value.

once primative classes arrive, this should probably be written to use those
for passing up the result.

This option generally creates a bunch of oddities in many setups, defaulting to false
as per the default toml config, is probably the better option here

Shane Freeder 62c6ec044e Make sure that the backend server knows the pack application was successful 
accepted, is just the first expected state, we also need to tell that the pack
was actually applied on the client in order to allow it to progress in the connection
process

the "hack" we had to include both 3 and 4 in the runtime jar is not
working, and we can't exactly break this right now

I don't see where this was ever done, and don't see how plugin messaging
could of ever worked, at least within the confines of CB and co, given
the fact that we never seemed to be sending this to the backend?
